The aim of OpenCellID is to collect the GPS positions of cell towers.
The main purpose of the community servers is to store the collected data, not to provide the collected data to users.

Initially it was hoped that an approval and placement on a whitelist was not needed to download the data, but unfortunately there have been many repeated violations of the community server usage policy detailed here: [http://wiki.opencellid.org/wiki/Server_usage_policy]

In most cases when the offenders were contacted by email no answer was ever received.
As of July 1st, 2014 the OpenCellID API access procedure will be modified. To access the OpenCellID API after this date a downloader must be on the approved whitelist.

For placement on the whitelist please send an email with your full name and phone number, including international country calling code, to markus@opencellid.org. Include “Whitelist” in the subject line for ease of processing. For identify verification the provided number will be called.
As with our original mission the whitelist is free of charge and there is no charge for the OpenCellID API for adherents to our server usage policy.
