The aim of OpenCellID is to collect the GPS positions of cell towers. The main purpose of the community servers is to store the collected data for download, not to provide the collected data to users thru an API. Initially it was hoped that an approval and placement on a whitelist would not be needed for using the API, but unfortunately there have been many repeated violations of the community server usage policy detailed here. In most cases when the offenders were contacted by email no answer was ever received. As of July 7th, 2014 the OpenCellID API access procedure has therefore been modified. To access the OpenCellID API after this date a downloader must be on the approved whitelist. For placement on the whitelist please follow the whitelisting procedure.
